What the numbers mean
MOE's intake counts every student who started a full-time first-degree programme at SMU in a year, including those who entered directly into the second or a later year. It is the number of new students, not offers: 2,380 in 2024, 2,572 in 2023 and 2,380 in 2022. Nothing in the official data says how many people applied, so no acceptance rate can be computed from it.
SMU takes in far fewer students than NUS or NTU: its 2024 intake of 2,380 compares with 7,308 at NUS and 6,501 at NTU in the same MOE dataset. Its full-time first-degree enrolment was 10,137 in 2024, and 2,300 students graduated that year.
Singapore citizens have priority. In a 2020 parliamentary reply MOE said its institutions first admit Singaporeans who meet the admission standard, then raise the criteria and admit a small proportion of foreign students. In 2022 MOE put international students at around 10% of undergraduates across the autonomous universities, which include SMU. For international applicants that means a higher bar than minimum entry requirements alone suggest.
Applicants with international qualifications (other than the IB Diploma) must submit one standardised test, such as IELTS, TOEFL, SAT or ACT. For programmes other than Law, SMU's minimums are IELTS Academic 7.0 (at least 7.0 in Reading and 6.5 in Writing) or TOEFL iBT 5 on the 1–6 scale (Reading 5, Writing 4.5) for tests from 21 January 2026, or 93 (Reading and Writing 22) before that date. Law asks for IELTS 7.5 or TOEFL 5.5 (100 before 21 January 2026). All sections must come from one sitting, and SMU says meeting the minimum does not guarantee an interview or admission.
