Penn State has no early decision plan. Its University Park Common Data Set lists a non-binding, non-restrictive early action plan closing on 1 November with decisions on 24 December. Early action counts were reported only in the 2023-24 edition: 25,053 of 35,642 early action applicants were admitted for fall 2023 (70.3%). The wait list has varied a great deal: 46 students were admitted from it for fall 2025, 654 for fall 2024 and 84 for fall 2023.

University Park admitted international applicants at a higher rate than domestic applicants in the last two cycles: 64.8% for fall 2025 (8,010 of 12,365), against 56.7% for Pennsylvania residents and 53.3% for out-of-state US applicants. For fall 2023 the three rates were close (53.4%, 57.9% and 53.1%). Transfer applicants were admitted at 61.3% for fall 2025 (925 of 1,508).
