Take Norway as an example, the capital city of it spends millions of dollars on building statues and gardens every year, since it doesn’t have to allocate a large portion of the financial budget on the basic constructions. On the other hand, if the city in question is still hovering on the brink of poverty, it’s insane for the government to allocate money on not practical things. For instance, for the African countries are still suffering from famine and diseases, the government should prioritize practical industries to improve the quality of life of residents.
