While I can see Amy’s idea that it’s a nice method to charge more congestion fee during busy times from drivers, I concur with Rory’s viewpoint that due to higher cost and few transportation ways, it pushed us to come up with other better solution instead of extra fees. As Rory mentioned, nowadays residents have few way to travel, especially in peak times when majority of the people need to go for work; however, it is unfair for peak time drivers to pay more fees than residents with alternative methods to traval for reason that they urgently and inevitably are pushed to go for work, otherwise they can choose other time to drive. Apart from what Rory has raised, The main reason why traffic congestion occurs in unban city is the unsatisfying design of urban roads and buslines due to the insufficient consideration of burst numbers of population and cars; while on the contrary, the more efficient and proper way is to build more roads. Consequently, I firmly disagree with the solution to charge drives additional fees during the peak hours.
