Additionally, if government or subway stations could not get financial fund from their passagers, they must impose taxes on people from other aspects, like education, roads and shopping. To some extend, citizens' money are still slipping away. While Kelly suggests that allowing people to take transportations for free is a good idea, she does not consider the situation l mentioned above, which is that other increasing taxes would be inevitable.
