This is because our sources are limited, and thus what we can put into the scientific research, such as money, is qualified alike. If we fund too much on the unclear-consequences researches in the short term, we will not have enough sources to support the relatively good and clear researches. Concequently, we get too much uncertain results and lose the ability to deal with the accidental emergencies. For instance, when facing the covid-19 virus, we are anxious to handle that problem and there are two research regarding with that need funding. One of them is a research that can palliate the sympton and deflate the morality, the other one may have the ability to thorough kill the virus but it is not quite sure. In such emergent circumstance, we may choose to fund the former one, given that we have limited money and want to solve the problem with security and efficiency.
