Task Overview

Professor

In the next few weeks, we'll be talking about urban traffic management. Let's begin by discussing one popular idea-creating car-free central zones. Some cities around the world have recently designated their downtown areas as being automobile-free, which means that vehicles are not allowed to enter the city centers. Do you think that more cities should make their central zones car- free? Why or why not?

Claire

I support the idea of establishing car-free central zones because this will result in one important benefit for city residents-it will be better for their health. Instead of driving everywhere, people will be encouraged to walk or cycle more.It would be a great way to incorporate exercise into people's routines.

Paul

It sounds like a good idea, but I'm skeptical. My main concern is that many businesses located in the city centers, such as shops and restaurants, may suffer because the customers will no longer be able to reach those businesses by car. For some customers, if they can't drive, they won't go at all.

In response to the professor's inquiry, I concur with Paul's viewpoint that car-free central zones may hinder economic growth due to inconvenient transportation. Apart from Paul's argument, establishing car-free zones could also discourage individuals from working or studying, as they would need to walk or cycle long distances, resulting in a significant amount of time spent on the road. Over time, people may perceive this as a waste of time and lose motivation to attend school or work in central zones. While Claire contends that car-free central areas benefit local residents' health, she fails to consider that these zones are frequented not only by locals but also by visitors from other cities and rural areas. Furthermore, people can engage in daily exercise regardless of the presence of cars. Thus, the drawbacks of implementing car-free central zones seem to outweigh the benefits. (146 words)

I align with Andrew’s viewpoint that imposing traffic congestion fees cannot solve the problem. The main reason is that it will pollute the environment. Because people will avoid toll roads and choose free roads instead. The total distances people travel will be largely increased, which causes a serious problem about exhaust emissions. Private vehicles need to burn more fossil fuels to travel to their destinations. In this process, a large volume of carbon dioxide and toxic gases will be emitted to the atmosphere, causing serious environmental problems like acid rains and global warming. While I understand Claire’s point of view that people would be encouraged to share rides with others, people’s conveniency is compromised. This is because in a carpool, people always need to wait for others to get on the vehicle. As a result, imposing traffic congestion fees is not a sensible choice.

While I acknowledge the potential health benefits of car-free central zones, as mentioned by Student A, I share Student B's concerns regarding the potential negative impact on businesses in city centers. However, I believe that a well-planned and executed transition to car-free zones could strike a balance between these concerns. By providing efficient public transportation options and promoting alternative modes of transport like cycling or walking, cities can encourage residents to adopt healthier lifestyles while still maintaining access to businesses in central areas. Additionally, the reduction in vehicle emissions would contribute to improved air quality and environmental sustainability. It is crucial for city planners to carefully consider the needs of both residents and businesses when implementing such changes to ensure a successful transition towards car-free urban environments. I am inclined to Paul’s opinion that the car-free zone would hinder the financial activity in the city centers. To be specific, some people would never have access to the city center without a car allowed just for inconvenience. So with cars being suspended in the city center, lots of people would be discouraged from entering the center. And the inner businesses, including restaurants and commercial shopping malls, would lose their main customers, suffering from limited incomes. In this case, those businesses would never afford the employees’ wages and finally have no choice but to downsize the staff, leading to increased unemployment. What’s worse, they would pay less taxes to governments, which will leave the latter being in a financial strait. In conclusion, such an unwise policy may drag down the whole city’s economic growth, causing a risk to the government’s management.

Revised Essay:

I concur with Paul's perspective that implementing car-free zones could potentially impede economic activity in city centers. Specifically, certain individuals may be deterred from accessing the city center if automobiles are prohibited, due to the inconvenience it presents. Consequently, as cars are restricted from entering these areas, numerous people might be discouraged from frequenting the city center. This could result in businesses within the area, such as restaurants and shopping malls, losing a significant portion of their clientele and suffering from reduced revenue. In such a scenario, these establishments may struggle to cover employee wages and ultimately be forced to downsize their workforce, leading to increased unemployment rates. Furthermore, this decline in business would result in lower tax contributions to local governments, placing them under financial strain. Thus, adopting this policy may inadvertently hinder a city's overall economic growth and pose challenges for governmental management. (151 words)
