What CLB means

The Canadian Language Benchmarks (CLB) are Canada's national scale for describing English ability, from level 1 to 12. Immigration programs do not ask for an IELTS band directly; they ask for a CLB level, and each approved test result is converted to CLB for each skill. That is why searches such as "clb 7" or "ielts to clb" matter: the program sets the CLB, and your band scores must reach it in every skill.

IELTS General Training to CLB conversion table

IRCC publishes the table below for Express Entry. It applies to the IELTS General Training test. Each skill is converted separately, so your overall band score is not what IRCC uses.

CLB levels the main programs ask for

On the same IRCC page, the minimum language levels for the main Express Entry programs are:

• Federal Skilled Worker Program: CLB 7 (first official language).
• Canadian Experience Class: CLB 7 for TEER 0 and 1 jobs, CLB 5 for TEER 2 and 3 jobs.
• Federal Skilled Trades Program: CLB 5 for speaking and listening, CLB 4 for reading and writing.

Other programs, including provincial nominee programs, set their own levels. Check the program you are applying to.

What does "CLB 7 category" mean?

People searching for "CLB 7 category" or "four categories" usually mean the four skills: Listening, Reading, Writing and Speaking. The IRCC table above is organized by those four skills. We did not find an official IRCC definition of a separate "category", so treat the word as informal and read the program's own page for its exact wording.

IELTS or CELPIP?

IRCC lists both IELTS (General Training) and CELPIP (the General version) as approved English tests for Express Entry. Both are converted to CLB per skill. IELTS is the format many LingoLeap learners already prepare for, so it is a practical choice if you also need an IELTS score elsewhere. If your plan is Canada only, compare the formats and booking options of both. IRCC also states that the IELTS One Skill Retake is not accepted for Express Entry.

Common mistakes

• Taking IELTS Academic. IRCC accepts the General Training version for Express Entry.
• Looking only at the overall band. You need the required band in every one of the four skills; one weak skill can hold you below CLB 7. Use our IELTS band score calculator to see how your skill scores average out, then plan around the weakest skill.
• Letting the result expire. IRCC says test results must be less than 2 years old when you complete your profile and when you submit your application.
• Assuming a high Reading score offsets Speaking. Each skill is judged on its own CLB level.
