The Common European Framework of Reference for Languages (CEFR) is the standard language-proficiency scale used across Europe and increasingly adopted worldwide. Universities in the European Union, the United Kingdom, and Scandinavia routinely publish admission requirements in CEFR terms rather than — or alongside — raw test scores.
For undergraduate programs taught in English, most European universities require at least B2 (TOEFL Band 4.0–4.5). Competitive programs in the Netherlands, Germany, and Denmark often set the bar at B2+ or C1, especially for disciplines like law, medicine, and business where academic language proficiency directly affects coursework. Graduate programs — particularly research-based master's and doctoral tracks — typically require C1 (TOEFL Band 5.0–5.5), reflecting the need to read primary literature, write theses, and present findings in English.
Some universities accept a TOEFL score directly and map it to CEFR internally, while others ask applicants to self-report a CEFR level in their application.
