Professor: We've been discussing how governments carry out their budgeting processes. When creating a budget, policymakers must choose which public programs receive money to operate and which do not. Sometimes there are difficult choices to make. For example, a local government might need to decide whether to fund arts programs, such as concerts and museums, or outdoor recreation facilities, like playgrounds and hiking trails. Which of these would you argue is more important, and why?
