We have recently read in our textbook that local or regional governments often need to reduce the amount of money budgeted in some areas in response to economic shortfalls. For instance, the city council may make difficult decision to spend less on certain public service for its residents. In your view, in what one or two areas should local or regional governments reduce spending when budget cuts are necessary? Why?

My city has a lot of parks that require a lot of upkeep. If there is a need to reduce expenses, the city could make changes to the parks that make them less expensive to maintain. For example, grass lawns, which need to be cut weekly, could be replaced with other plant species that do not need to be cut frequently.

Last time I went to City Hall to take care of some business. I saw a lot of employees standing around and doing nothing. I think the local government may be employing too many workers. It was just an impression I had, but I wonder if this is something that should be reviewed.

As far as I am concerned, governments should reduce civil servants and increase temporary staffs. Since civil servants get higher salaries and they enjoy more welfares, they cost a lot of financial resource. That’s why the number of them should be reduced. For example, a city that makes livings on tourism needs to hold some activities every year, which requires the city to hire civil servants to work. However, the civil servants get paid even when they are not needed to work, which is a waste of money. Besides, to keep the labor, the government should hire temporary staffs, who only get salary when they work. For example, a concert needs to maintain order while saving money so they hired temporary security guards who only get paid when the concert is held.

Example 1: Instead of saying "the civil servants get paid even when they are not needed to work, which is a waste of money," you could say, "the civil servants receive salaries regardless of their workload, leading to inefficient use of financial resources."
Example 2: Instead of using the phrase "temporary staffs" repeatedly, try using synonyms like "contract workers" or "part-time employees" to add variety to your language.
4. 文章结构与组织
文章结构方面,你需要在开头部分明确提出自己的观点,并在正文部分逐一阐述和论证。此外,每个段落都应关注一个具体的观点,并通过逻辑清晰的过渡连接各个段落。
Example 1: You could start your essay with an introduction like this: "When local or regional governments face budget cuts, it is crucial to identify areas where spending can be reduced without compromising essential services. In my opinion, two areas that could be targeted for spending reductions are the number of civil servants and the maintenance of public parks."
Example 2: For a more organized body paragraph, you could write: "One area where local governments can reduce spending is by decreasing the number of civil servants. Civil servants often receive higher salaries and benefits compared to temporary or contract workers, which can strain the government's budget. By employing temporary staff when needed, governments can save money without sacrificing efficiency."

Section Title: 6 Article Revision
In my opinion, local or regional governments should consider reducing the number of permanent civil servants and increasing the use of temporary staff when budget cuts are necessary. Civil servants typically receive higher salaries and enjoy more benefits, which can strain financial resources. Reducing their numbers could help alleviate this burden. For instance, a city reliant on tourism may need to organize annual events, requiring the employment of civil servants. However, these individuals continue to receive payment even during periods when their services are not needed, resulting in wasted funds. To address this issue and maintain necessary labor, governments should consider hiring temporary staff who are only paid for the work they perform. For example, a concert may require order maintenance while minimizing expenses; hiring temporary security guards who are compensated solely for their time during the event would be a more cost-effective solution.
